Perhaps I'm overly dense, but can you explain exactly where the silicone sealer was applied before being allowed to skin over? I'm having a hard time understanding how your oil leak could be from a threaded blind hole in the block, if that's what you're saying.

So they removed the bolt, cleaned the hole & surrounding area with brake cleaner, and then put a layer of silicone along the outside edge where the pan abuts the block, let it skin over, installed & torqued the bolt, then let it cure for two days?

No, put the silicone into the bolt threads under some pressure allowing it to find "find" the leak, let it skin, then run the bolt in and set for two days. I'll be going on a 50 mile trip today, so far it has lasted 100 miles.
