I've never had a plastic one that was completely dry. Gave up on them years ago and went to aluminum tanks with some foam and a good sump... I much prefer building a tank that fits my application correctly over settling for a plastic one that may or may not be safe!!!! Oh yeah, I put a rollover valve in all of them too.
