Funny you should mention this. We had the same discussion when I mounted the four spoke wheel on my 23. Tried it both ways and it looked fine either way. We finally settled on the spokes not straight up and down as my hands felt better gripping the wheel in that position. But I never was able to find out if there was a "right" or "wrong" position traditionally to do it. Nice thing was that I had a quick disconnect on the steering wheel, so I could take it off and reindex it if the mood struck me to change it.
