Try some of the motorcycle parts suppliers online for the fronts or go to a swap meet and look for a "continental kit" tire cover that has the right contour. One cover should be enough to make two fenders. Also, you might try a spare tire cover from a custom van, but I believe that would be too wide and too flat to look correct.
