Mine screws on (not 1/4 turn), try turning the screws more.

If that doesn't work, it may have gotten too hot and melted something onto the distributor base. If you raise the screws up all the way, you may be able to clamp them inward and break the cap loose. Though, you may have to gently break the cap to get it off.
