Welcome to the forum. I have never seen a SBC that was timed that slow. SBC engines like a lot of timing. Most I have done at 10-14 Deg BTDC with vacuum disconnected at distributor. When timed at 4.5 BTDC they are usually very sluggish, poor fuel economy and run hot... sometimes exhaust will glow at night.
