267 V8 bogs on hills

Put 79 267 in 85 S10 blazer. Bogs on hills. Has rebuilt heads and lifters looked brand new. Could cam lobes be worn or expecting to much. Have Edelbrock 4 barl intake and new edelbrock 500. 4 speed auto
