Figured it out!
While installing a new steering column and shaft I noticed that the shaft could short out a plug, it runs real close. I moved the shaft away from the plug as much as possible and the stumble stopped. Apparently while turning the frame flexed allowing the shaft to get close enough, less than 2mm, to short the plug.
I never would have thought of this, was standing next to the engine at night and could see the spark jump from the plug boot to the shaft.
