Sounds like a good possibility, bring it back to him for a valve adjustment if he built it and sold it, hopefully that is all it is
As far as the hesitation you mentioned, that is carb/timing related - have him look at that too while he is adjusting the loose rocker arm(s)Burning gunpowder and gasoline daily for over 20 years and counting!
