I think that even on a limited budget -I'd opt to have the heads done. Cleaning the "crud" may cause a whole new set of problems as some of it will no doubt get into the engine.

Call your local NAPA and ask if they have a special or package where they will do your heads and kit all the gaskets you'll need. They may surprise you.
