15's will be hard to get with what your putting together. My 3400lb 55 ran 15.3 at 95mph with 4 spd and 3.55 gears. The High gears you ae talking about will be hard to get the car going. Mine was really hard to get moving, I changed to 3.70 gears and changed to a holley 600 and its better. It is borderline though as far as being able to drive it on the highway. 4.56 would be the most I could run for performance but would be limited to being comfortable at about 50 mph on the street driving.
It ran a 15.90 with a stock high mile 350 QJET no headers dual exhaust set up . The car lifts and goes . And I am thinking about going with 2200 to 2400 stall . Also going to remove the not working A/C install 1"5/8 long tube headers . This should help the car slim down a bit . I had a 1969 Chevelle with a stock 307 . I installed a non EGR truck intake/QJET . A set of headers and a Mallory Unilite conversion . It ran 15.35 I am thinking the monte will have more in it and should do the same .
