Having trouble understanding if Vortec heads have EGR heat risers and, if not so equipped is some other EGR system required to pass emmissions testing?

Trying to put together a 383 tow motor for a 94 suburban. I just acquired a late model 1pc seal roller cam block and would like to use Vortec heads with an aftermarket MPEFI system but I'm having trouble finding the right mix of parts. Any advice appreciated.

Also, are the rods from this block acceptable or should I use something else? Planning to use a high nodular stroker crank and no more than 9:1 CR.
