What prompted you to change it?
Is it possible that the sender was mislabeled?
Or the gauge is bad.

Personally I would be checking the wiring generally a "pegs out" is a sign of incorrect wiring, I would check the sender is connected as it is usually the device that provides the variable resistance. Also ensure the gauge is earthed as that provides the reference. Obviously you have the power (+12)
