Maybe I've been living in a lead mine, but this is the first time I've ever heard of filling the steam holes in a 400. Sounds like a really bad idea to me. Usually when fitting OEM non-400 or aftermarket heads to a 400, you must drill steam holes in the heads to match the ones in the block deck or the motor will overheat.
