There is a peg in a slot in the advance mechanism that controls the amount of advance. You should be able to see it with your rotor removed. There are different size bushings that fit over the peg to limit the amount of advance. I suspect the bushing is missing on your unit.
Also make sure that your base plate does not move. I always leave the old vacuum unit installed to hold the base plate in position.
