What was the first year for 454 engines to have EGR valves?

The numbers should be on the block, a pad just behind the alternator.
I'm pretty sure that the first EGR valves hit in the 1973 model year for all OEM's. That was the year of the big CAFE (corporate average fuel economy) rule changes, and they threw everything & the kitchen sink at the engines that year, including EGR.
front pad is were the block was made if it was auto trans or stick .the year of block on most all blocks its up on the back of the block by the bell housing on a 72 block it.s there
A big block doesn't have id numbers on the rt front pad like all the sbc's do????

My first recollection of the EGR was on 1973's, but I did see a reference that GM may have used them in '72 so your information could be right - EGR Valves
1970 Z/28 had EGR on the 350 engine
California started that garbage sometime in the 60's
Come to think of it, my 69 Z/28 had it as well as the 70 Z/28. Check valves
would go bad and the exhaust would pop on deceleration. I ended up pressing
ball bearing balls in the lines.
On a BBC, there is an alphanumeric number machined on the pad in front of the passenger side cylinder head (move the alternator to see it) or above timing chain cover (use a mechanic's mirror and a strong flashlight). Also, there is a block casting number behind the driver's side head on the ledge adjacent to where the bellhousing bolts on. Again, use a mechanic's mirror and a strong flashlight.....

The number on the back of the block will identify the block casting and the alpha number on the front block deck or pad above the timing cover will tell you the original application of the motor.

Actually california had egr valves on 396 cu. in. motors in 1966 I had a 66 el camino 396 4 spd but the first few years they called the gulp valves and the way they controlled it was a nightmare so everybody blocked the off or took them off completely they operated a little different but did the same thing......ted
