You from NB? Did you buy your transmission from TCI, cause then I would understand the tranny not shifting right, also, did a GM dealership do the installation? Cause then I would also understand why you are having problems...
I Had a wonderful experince, that has taught me lots about things I did not know about before. My solution, not that it really is one, was to take the Lock-Out right out of the tranny, so you will have maybe 200 rpm's extra in 4th, and what's a couple of hun RPM's anyway... My 700 R4 is connected to the column, I just went to Pick n' Pull and got the Shift Indicator that matched up with a 4 speed tranny, so my column now says PRND321 instead of the old one that said PRND21 that would have been the TH350 that used to be in the truck... anyway, have fun, hope you have worked out all your issues...
