P.S the vac line to the modulator is not poling trans oil in the the manifold

Check for vacuum leaks and that you have good vacuum going to the modulator. If you have all of that then your govenor is stuck.

ok if my governor is stuck when I pull it out what am i looking for what can I soak it in to free it up?
And it was my under standing that the governor is only for WOT

Governor could be too light in the weight and spring department but more than likely, there's a kit in the valve body requiring more line pressure to time the shuttle valves. Or valve body has a 1-2 shift valve stuck or a higher spring rate for that valve. Looser clearances in the shafts and clutch packs requiring higher line pressure. Line pressures could be down. TV valve is hung open bleeding off pressures, or a leak within the fluid curcuit of the TV system.
What kind of modulator is on that thing? Pull the vacuum hose and see if there is an adjustment screw inside the nipple. If there is, back it off (counter clockwise) to get an earlier shift.
Was this rebuilt by somebody recently or does it have some mileage on it?

The modulator is the stock GM big can. i got a B&M modulator I will install today I hope that fixes it. as for line pressures the trans shifts in to R and 1 fast and hard I don’t know if that tells you any thing?

There is a valve inside the govenor that should move up and down freely. Hold it by the gear and squeeze the weights to see if it moves. If it doesn't you drive the pin out that holds the gear on, pull the valve out and clean it up with some emory cloth. Clean it and reassemble. Check for vacuum leaks first though.

OMG my Transmission WORKS
it was the vacuum modulator i guess the old one was all dryed out inside i put a new B&M modulator in. even though it is raining  i had to take it out for a 2 1/2 hr drive. :toocool: The trans even has a shift kit and will hit Hard going from 1-2 it is raining so I didn't want to push it to 3rd. so i am hopping it is dry out tomorrow
i will tell you i am ear to ear right now. :D
