    I think it's because of the low first gear in the 700R4s.

    It sounds like the TV cable adjustment is not set right.
    Do you have the right linkage adapter for your carb?
    do you have the correct cable bracket for your application?
    Did you set the TV adjustment with a pressure gauge?
    more info is needed.
