Duh, I forgot to ask. Does the transmission just not shift out of first or does it shift out and feel like it's in neutral.

If it wont shift out of first, that is easy. It's either a governor problem like stated above, but more likely your vacuum line from the intake manifold to the vacuum modulator is not hooked up, damaged, or kinked. Possibly, the vacuum modulator is bad, you could replace it to see what happens. It's one bolt and costs about $7.
