Is it in the car? If so, powerbrake and watch the tack. If it's out of the car, what diameter is it?

Other than doing what ProZ said, there really isn't any way to tell. The 13" diameter just means that it has a stock shell, it could have been re-curved inside. If it's feasable I would just replace it with a known converter, otherwise just put it in, and go.
