    The antenna is from a 1984 Olds. I've been playing around with it and I think your right on the money. I see now why you need the relay. It reverses the current to make it go back down.

    no seven p, you dont have to have a relay to make it work. the only reason you need a relay is because some things like fuel pumps, ac comp. elec seats. pull a lot of current so you put a relay in the wiring because a fuse might not carry the shock of the load. the (key on) voltage pulls the antenna up and when you cut the key off the (hot all the time voltage) pulls it down.
