    Question Fuel Pressure Question..help Pl's

Hi there, I have a question, and I just want to be sure before I have problems. Here go's.... I'm running a 3x2 setup with Holly 94's....I've blocked off the secondary carbs and running just the primary carb, with a electric fuel pump and getting ready to install a fuel pump pressure regulator.
The first question is; Should I run the p/r right after the fuel pump, or up by the fuel block? or does it even matter?
And the second question is; Should I set the f/p at 2.5-3 psi or less. This carb was just compleatly gone through, new shafts, seals, bushings, flow benched, the whole enchalada....I just want to be sure on the pressure.
    Thanks for your help.....
