A single lock cylinder on the passenger side was standard procedure then. Thought of as a "safety" feature so you weren't standing in the line of oncoming cars while locking the door. Which was also the rationale used for suicide doors believe it or not. The driver's door was locked by pushing the handle forward which locked it.

It's much easier to promise someone a "free" ride on the wagon than to urge them to pull it.
