Is it like the original undercoating type stuff or is it actually a type of hardening foam? If thinner doesn't work with a putty knife I would try heat as long as it doesn't flame up, and then use the putty knife to see if it scrapes off way easier. However....if you use the thinner AND THEN the flame it should cure the whole trunk/rust....car problem entirely!I'd rather go fast than worry about the gas mileage.
