I can't say I've seen that black piece before, The brass block behind the black ball (to the right) looks to me to be the proportioning valve.
The thing with the handle?? I haven't a clue... Maybe it is but I haven't seen one like that.

I "think" the black ball is an accumulator, what's the rest of the sticker say?
