    brake line bleeding!

Ok here is the deal i got this 1981 Monte Carlo and the guy ripped out all the brakes and started to replace all the parts to the system. The only thing he didn’t do is the Master cylinder and the hard lines. Well I got the hard lines in and started to bleed the system. I fixed all the leaks . I bled them again. Well, this is what happens... the peddle would go half way down with no pressure and then gets firm....rock hard firm. So far the trouble seems to be in the rear brakes. The cylinder wouldn’t even move to open the shoes at all. I can get fluid out of the back brakes, but not like it should. What do you think?

PS. I moved the proportioning valve up by the master cylinder so I can add a line lock later.
