Dont know about Texas, but it was true for Missouri. I had a 52 Chevy coupe that the inspection station refused to pass because the title number didn't match the tag on the car. Luckily a retired service station owner told me that it was the engine ID number that was on the title. I almost sold the car for parts before I talked to him!
