GUY'S THE TITLE IS WRONG THE CAR IS A "39" CHEVY, INCASE THAT CHANGE YOUR ANSWER
I would think you would want them in such a position as to exert even push on the entire door, as opposed to just on the bottom....like midway up the door.
I've never done one but it just seems logical to me maybe??

I also shaved my door handles and did not put poppers in.Am glad I didn't as I do not need them. When i pop the solenoids the doors open enough that I didn't need them.I wasn't a fan of putting them down in the sill as then there is uneven pressure on the door.Like Itoldyouso said the best case is to put them where there is even pressure. Some of those poppers have some substantial pressure.
With you wanting to install poppers, I would guess yoiu are installing electric doors? Might mention something. My Kid had electric doors in a couple of his cars with shaved handles. He used some system with a remote control so that he only had to push a button on the remote to open the doors.
Twice he had to smash out a window to get in, both times at a 7-11 store, because something in their flouresant lights disrupted the signal and made his remote not function. He got very good at taking a piece of spark plug insulator and smashing out a window to get in, to the tune of about a $ 160 each time window replacement cost.
Just thought I would pass that along.

They sell remote kits to open them manually in case this happens, its like a hidden wire you pull to open the doors, when the electronics fail, i forgot where i seen them , but it should be easy to find
Yeah hotroddaddy, he finally got smart and installed a hidden button for emergency use.

YES i PUT ELECTRIC SILENIODS IN, USING THE ORGINAL 39 CHEVY DOOR LATHES, DOOR DOESN'T COME OUT ENOUGH TO OPEN. THE SILENOIDS WORK GREAT,BUT I DO NEED THE POPPERS,THE MIDDLE IS NOT A OPTION IT EITHER HAS TO BE AT THE TOP OR BOTTOM,
