NY registration questions

I've finally arrived at the point to get my 32 Ford roadster registered and on the road. But, the DMV in NY has got me very confused. I am hoping someone can explain what they are looking for. The first step was to send an application for aproval to the DMV in Albany so they could tell me if the car is approved to be registered. That seems to have went well and was approved. The second part is the application for a VIN. This is where they have me very confused. I sent them all the major component receipts. I sent them the receipt for the chassis and a Certificate of Manufacture and also the reciept and the Certificate of Manufacture of the Body. They tell me they need a copy of the back of the Certificate of Manufacture showing that the form was signed over to me and notorized?? I explained to them that the back is blank,that hese were brand new components, not a complete car or kit. The receipts show the company name, the serial number of the Frame and Body and the serial numbers match what is on the receipts. The person just kept saying that in NY State they need the Cetificates in my name signed over from the seller? I think they are referring to a Certificate of Origin for a Vehicle? From research that is completely different from a Cetificate of Manufacture. I could not make them understand. Is there something that I am missing? Does anyone know what their talking about. They also want a receipt for the engine which I purchased from junkyard 25yrs ago. I have no problem with that, but they say they want the VIN of the car it was taken out of? Is this right? All of this needs to be done by mail of phone in NY so I can't even try to find a different person to deal with. This really kills me, I have bought every part and have every receipt and I don't know how to go about this. Any insight or suggestions would be greatly appreciated. Thanks

First of all, if you are trying to register your car as a homebuilt, you need all the paperwork they described. Then to make it worse you will need to load the car on a trailer and have it inspected at some major DMV office - possible even Albany.

To expedite your quest, the easiest way to do this is marginally legal (maybe). You need a serial number for a 1932 Ford - you can pick one from listings that are available for that model car(http://www.wnyrg.org/tip.html) - chances of duplicating someone elses in NY is slim to none. It then needs to be stamped on a frame rail or a manufacturer's tag. Then a pencil rubbing (or photo) needs to be taken of that stamping. You will need a bill of sale saying that you purchased the car on a specific date and for a specific amount. Your buddies can help - out of state is probably best. You will then pay NY sales tax on that amount. It probably should be notarized though not spelled out in the regs. NY used to have a form called "Certificate of Origin" but seems to have disappeared the last time I looked. NY really only wants your money - and some bureaucrat needs a job to enforce the long format

A smaller town DMV (not a LI) office with a grandmotherly type behind the counter is also a positive. You will be issued a 6 month temporary registration, with the permanent to follow usually automatically.

Others will flame me for this advice, but in NY, it is about the only painless way, and the DMV knows exactly what you are doing.

Go to your nearest motor vehicle building and explain what you have and just bring all the receipts that you have. When I register my 37 all I had was the Bill of sale with the formers owners registration. I had a chevy 8 in there and that was on the previous owners registration and thats all they needed. It took me 10 minutes and it was done. All they really want is the vin number. As far as engine numbers can't rally explain why they would want that.

A lot of NYS tittles look like the size of a Driver license ..Just make sure when you go tranfer it you have a pencil tracing of the VIN# ... If you don not have one punch it out on a piece of metal and then trace over it.

Yes, I am trying to get it registered as Home Made. That is why I need them to assign a VIN. I see that if I had a VIN it would be much easier. I will try to see what I can get from the Manufacturers in the way of a Cetificate of manufacture signed over to me. It's a shame that I may have to go around the system. I have the receipts and I am willing to pay them the full tax on the parts. I knew there would be some hurdles, but I really thought they would come when they did the inspection of the car.

stamp yourself a vin, then apply for lost registration, you'll get it registered. you'll get a few forums that others will have to fill out ( friends ect... ) as selling you a pre '73 vehicle with lost registration. easy.

If you are registering as a normal registration you don't need pictures. Only if you go for QQ's do you need the pictures. No picture is required for Street Rod plates either.

You will need a tracing of the VIN. Whether the NY title works is another question. I have used one and had zero problems, but that was ten years ago.

The wife who was born and raised in new york sayes forge it and get a friend to notarize it, hope this helps , a little dishonest, but easy

No flames from me.........these title things can be ridiculous to try to overcome, and any grease you can put on the skids really helps. I am like you, I simply buy an existing clean title and make the car THAT car. According to Hoyle this isn't the absolutely perfect, legit way to do it, but to do it the "right" way, you incur all kinds of hassles, and sometimes they want to put limitations on the car or make you equip it with 2007 safety stuff.

All we want to do is build a car and drive it, and these States treat us like we are trying to rebadge a stolen vehicle sometimes.

in NY we don't have titles for anything pre 1973, applying for lost registration is nothing. did it on my '67 Falcon, I could have used a bogus vin trace and still got it ( you have to get the trace yourself ), didn't have to, cause the car was legal and all.
