Weld them shot, use a piece of brass for a backer.......

By using a piece of brass tubing you can also make an incorrectly sized large hole smaller. Just put the correct size tubing in the hole and weld to it. That's also a useful trick for welding ends back on to broken pins (digger buckets and the like,) where you need a hole for a retaining bolt.

we used to buff or sand a bolt the same size to remove all the rust, don't use a plated bolt , cut off a piece to make a slug , back up the hole with a piece of copper position the slug in the hole then weld it with as little heat as possible to minimize warping if possible grind both the front and back then you can dolly it flat or shrink it if neededf
