    That device is a bogus attempt to apply a corrosion prevention method called "cathodic protection" on an automobile. In order to work, CP requires a good electrical circuit with the earth. Therefore, it works very well on buried objects like pipelines, building foundation piles and buried water tanks. It also works very well with objects in the ocean, such as ships, steel pilings and drilling platforms. Traditional CP with anodes or impressed current does not work well (if at all) on automobiles.
