Stainless braid needs to be cut with an abrasive wheel.

A Dremel wheel works and so does a chop saw.

Tape the stainless with several layers of masking tape prior to cutting and cut right through tape & all.

If you're cutting the braid only and it's not supported by an internal hose or plastic hose, use something like a wooden dowel to support it and cut the dowel along with the braided.
