Assuming the same wire type, ie mild steel, I don't believe either is stronger. But either has specific usages and limitations.
It really depends on the material being welded and conditions.

I believe for roll cage frames flux-core is better.
What pipe material are you using?
I would try a 90 degree butt weld and check for penetration.
You don't want all the metal on the outside. Some should penetrate to the inside of the fitting.
Be sure to observe the duty cycle for your welding machine.
They are easy to burn up.
