sorry 2 more engine ?????

ok i have 2 more simple questions my first one is more a body question my nova was tapped in the rear and now the bumper covers 1/4 of the gas cap so i really have a hard time removing it anyway to lower the rearr bumper on a 1969 nova or maybe cut a small half moon out of the bumper? if i can cut it what would i use?..next my fuel line is is rather close to my headers im worried that the gas my get to the point of combustion anybody ever have that happen or is it unheard of im running 3/8 steel braided fuel line thanks
