can any one tell me how to build a frame jig, one that rotates.

Thats a hard one. Usually a frame jig is build on a level steel table thats leveled & bolted to the floor & does not rotate.
They are very secure & are built so they will not move during the frame cooling process.

Are you wanting to build a jig or a rotisseire???

I'm betting you're looking for a rotisserie to rotate a frame or body. I improvised a frame rotisserie from an engine stand and an engine hoist. There are some photos on this website:

You can use two engine stands, but because the rotating axis of an engine stand points up several degrees, some modifications are necessary.

If you want to build a rotating frame jig, you're really in for some heavy duty construction.
