i always put the headliner in first and then fit the pipes to it as close as you can get it without pushing the head liner up. then take the head liner back out to weild the pipe in and paint. be sure you can get the liner back in though. i allways had a pipe bender so i could put the pipes anywhere i wonted to. if youve got some rules to follow you need read up on them first or if its for looks i like to hide them as much as posible. if youer buying them already cut then you dont have much choice where you put them.
