Well, don't laugh, but this will give you an inside look. The spring pushes the plunger off the contacts. But, if they weld themselves, the spring can not seperate the contacts. Tapping sometimes will jar the weld loose.
all he needs to do there is take the starter cable of of the sol. and take a test light and see if he has voltage there all of the time that will tell him where the problem is.
