Last time I dealt with this problem was with a boat trailer
Registered as a "Home built"
No Vin and they gave me a sticker with a vin on it
Pretty lame way to do things.
Sorry.... thats all I can...

If you have proper Title and it matches the VIN there is no inspection
Just registered a '63 Impala SS..... never even bought the car to DMV... just the paperwork
Unless its a lost or has a salvage...
