I was raised in Colorado, and about a hunnerd Years ago I "restored" (if you can call it that) a '64 SS Impala that had a screwed up Title-they made me purchase a bonded Title, and I had no further trouble-hope this helps-Have you ever noticed that anybody driving slower than you is an idiot, and anyone going faster than you is a maniac?
