You mean, no VIN? That's a problem. As I understand, you'll have to declare it a kit car, else procure a VIN tag and that's technically illegal, unless you transfer a significant amount of steel with it. In some states, like GA, it's no problem registering a vehicle without title, but you need a VIN. I once registered a 65 C10 using some numbers stamped on a frame rail. Maybe it was the truck's VIN, idk but the dmv accepted it.
I recently got a title for two cars, by first registering them in GA, then re- registering them in CO.
