Por 15 is not worth a crap for painting over, it will raise on you if you aren't careful. I remove it if it's on the body I have to paint.
I sandblast & use Rust mort, then a good epoxy sealer over the metal, before I do any work. This seals the metal, and is compatible with the top coats.
