You can use lacquer thinner, or the same reducer in the paint if available, and a little elbow grease. Follow with polish and wax, then it will make you need to do the others 'cause it will look so good.:D
A good chrome polish such as Mothers should do the job.
lacquer thinner. It won't hurt the chrome a bit.
If they are polished aluminum, I can't say if it would harm clear anodizing or not.
Fast Orange hand cleaner with pumice,works great for road oil & tar too,and gentler than thinner.
if it is only overspray then a clay bar will take it off. Cheap and easy with no damage
