Sheet metal is a funny thing, moves around in many strange and mysterious ways. Sometimes there's a high spot, sometimes there's not. Sometimes the dent has stretched the metal enough that the dent has to be shrunk before it is filled or the previous low spot becomes a high spot.....

As for the bondo job, unfortunately there are lots of cars just like that running around looking shiny.....til the bubles show up and the truth is exposed....
