filler
low gloss is beacuse of fillers, talcs/clays added to increase the pigment/binder (resin) ratio in the paint
for a los gloss clear you would need a soluble filler material
maybe silica,
perhaps your paint jobber can mx some up
strain it through a filter just in case

PPG sells a low gloss clear.
