I have had some parts chemically stripped and want to prime. They have a phosphate coating on and I was told to wash off with water. When I do that it looks like I get an immediate light colored film that looks like oxcidation. Not sure the proper way to remove the phosphate prior to priming.

It should look something like the panel below once cleaned, kind of greyish with some green/blue streaks in it. Might need to be washed again if it's still got a film on it that wipes off. Then you wash down again with wax & grease remover before priming.
When evr I chemically strip, I:
wash with soap and water, and stiff plastic bristle brush )to neutralize the stripper)
towel dry
sand with 150 grit (or something close)
metal prep & wait 30 minutes
primer.
