I know the `37`s / 38`s have lovered inner panels, in fact the 38`s also have a dimpled body and inner fender well ( sort of an oval pattern ) to allow more heat out where they meet at the kick panel so this must the model improvements over the years....

As for the lower deflector, I had to dig for a pic but here it is at the top of this pic. While it's got some louvering it's intended to channel the air through the rad rather than allowing some of it to route past the rad.
Generally I agree with the comments about all those fans, especially the pushers. A single shrouded, properly sized puller fan is all that should be necessary. Adding more is bandaid "engineering".

Yep, Ditch the 2 pushers(blockin air flow, band-aid)
Put a shroud on it it ya don't have 1, and punch sum holes in the aprons
Had a 36 with a blown rodek BB in it and had trouble gettin heat into it to make it run right.
