It'll take 17-18 inches of vacuum to operate power brakes properly. Anything less may require an accumulator such as 71 Demon suggested or an electric vacuum pump like Master Power Brakes offers.PLANET EARTH, INSANE ASYLUM FOR THE UNIVERSE.
