The three-bolt camshaft (never used in a factory 400) has three bolts around the cam face that hold the gear to the camshaft and keep it from rotating.

A one-bolt cam (99.9% of 440s, and all 383/400s) has a single bolt and large washer, screwed into the center of the camshaft to hold the timing gear in place, and a dowel pin to keep it from spinning on the cam nose.

3-bolt timing sets (and cams) are more expensive, no more reliable, and more of a pain in the tush to centerline. I don't see the point in most applications.
