Is this a steel car with original steel fenders? If so the fenders have no skin. The stuff is most likely bondo in which case the bondo will have to be removed to work on the fenders. I could be wrong...but I have never seen a Ford (or any other make) steel fender with a fiber glass coating. Let us know how it goes.
